Application of the system for evaluating the performance of employees and the new payment model in the central administration
Abstract
Abstract: Administrative reform in Bulgaria introduced a performance evaluation of employees in the administration. It became mandatory on 01.01.2003 both the central and territorial administration. Significant deficiency in the implementation of the assessment was a lack of real commitment to receive an annual assessment to the remuneration of employees. In this regard, in July 2012 significant changes were made in the legislation. Introduce a new model of assessment and payment tied to receive an annual evaluation. In the strategic documents it was set to make periodic analyzes of the effect of the application of new models to determine whether they adequately respond to dynamic environment, and to remove deficiencies identified in the course of their practical application. In July-September 2015 held author's examination of the practical application of the models among the employees of the central administration. Based on the results it assessed the extent of applicability of the new models to perform their functions
