Abstract

Risk is an inherent element of decision-making in uncertain environments, yet its definition and measurement remain subject to multiple interpretations. This study provides a conceptual overview of risk by examining its key components—probability and consequence—and their role in shaping different approaches to risk assessment.

The paper discusses alternative definitions of risk, including its interpretation as probability, expected value, and variance, while also addressing subjective and objective perspectives on probability. It further explores important aspects such as categorical risks, comparability issues, and the influence of risk factors. Special attention is given to the limitations of risk measurement, particularly in cases where outcomes are difficult to quantify or compare.

The analysis concludes that risk should be understood as information about uncertainty rather than a single numerical measure. A broader application of different statistical and conceptual tools is recommended to better capture the complexity of real-world risk phenomena.
