Abstract

Effective governance is not merely the result of political decisions, but of the systems that implement them. This paper examines the critical role of public administration as the operational backbone of state governance in the Republic of Bulgaria.

The study conceptualizes public administration as a complex process involving coordination, division of responsibilities, and interaction among various institutional levels. It highlights its dual role—supporting the functioning of public authorities and delivering services to citizens. Based on empirical data from 2009, the paper analyzes the structure, capacity, and development trends of administrative institutions in Bulgaria, particularly in the context of EU membership.

The findings emphasize that the quality, capacity, and continuous improvement of public administration are key determinants of good governance, transparency, and sustainable development.
